I am offering the following statement as the vote on HB 3 comes up tonight:
"Given my view that Ohio's estate tax is about as close to outright theft as a tax can get, I need to explain my vote today.
I cannot, in good conscience, recommend passage of this bill until we have developed a fiscally responsible budget plan that works out of the trouble we're in.
Since more than 85 per cent of our general tax budget is returned for delivering services by non-state organizations or individuals, we need to include them as full partners in our tax and spending decisions.
My goal is to develop a budget plan that includes repeal of the estate tax and that can attract at least 50 votes. Until we get to that point I'm not comfortable recommending this bill for passage."
